GUILFORD, CT — The Guilford Board of Selectmen on Nov. 4 voted to approve an ordinance that extends a moratorium on cannabis establishments in town until Jan. 31, 2025.
While the board is leaning towards banning retail cannabis establishments, First Selectman Matt Hoey said the town needs more time to determine what to do regarding the other kinds of cannabis establishments that are allowed in Connecticut. Aside from retail establishments, other categories include growing and manufacturing, among others.
Guilford has extended the moratorium a few times.

“We are kicking the can down the road one last time,” Hoey said during the regularly scheduled Board of Selectmen meeting this week.
Hoey said over the summer that if the town fails to act and come up with some sort of ordinance on cannabis establishments, Guilford “will have absolutely no control over how many, or where, any of the categories of cannabis business can take place.”

The Board of Selectmen held a cannabis workshop on Oct. 17 to discuss the issue and retail establishments.
According to meeting minutes, board members “acknowledged those who have spoken on both sides of the issue. Those against are very passionate about why they don’t want it. For those in favor, it would be nice to have, however, they would not undergo any hardship since there are other retail locations nearby.”
The board voted unanimously on Monday to extend the moratorium to January.
“I think as we had a discussion two weeks ago, we seem to have come to some consensus, and we have some details to work out with the various forms of cannabis businesses – the 13 different categories – but I think we were focusing largely on the retail sales and it seems as if we’ve come to some kind of consensus that we will impose a permanent ban on retail sales,” Hoey said.
No residents spoke during a public hearing on the ordinance to extend the moratorium during Monday’s Board of Selectmen meeting.
